why do you think they go to crime? because they want money. and because they lack the schooling they cannot get decent jobs.
why don't they get propper schooling? because classes are over crowded, because the poor environment promotes petty crimes, because they feel so dam depressed they us drugs to liven up.

in NL the govenrment subsedises people who want to go to university. as a result almost everyone who educaed as a high level of highschool goes to university, and a large portion of the middle level highschools stream on after gettign their bachelors at a "hoge school".
(ya the dutch education system is a bit odd, i basically consists of 2 sets of 3 gradients of schooling, with an relatively easy way to shift up once you cpleted one level).
